Webinar #2 for Newly-Eligible Rural Hospitals: Enrollment and Beyond - 9/14/10
As you may know, the Office of Pharmacy Affairs (OPA) on August 2 began processing enrollment applications from rural hospitals newly eligible for the 340B Drug Discount Program. Under the recently enacted health reform law, a number of new categories of hospitals are now eligible for this program: critical access hospitals, sole community hospitals, and rural referral centers. Safety Net Hospitals for Pharmaceutical Access (SNHPA) will host another free webinar on Tuesday, September 14 from 1:00-2:30 PM (Eastern) covering a variety of key topics relating not just to enrollment but to implementation. This webinar builds on our highly-attended July 7 webinar – but will also cover “the basics” for those who could not join us for that event. Topics include, among others:
- How is 340B as a cost-savings strategy, especially for smaller hospitals?
- How do we determine if we qualify for 340B and how do we enroll?
- Which patients, hospitals and facilities are eligible for 340B drugs?
- Can we continue to use our group purchasing organization (GPO)?
- Do we need a Memorandum of Understanding and how do we put one into place?
- How do we keep separate inventories of inpatient and outpatient drugs?
- How do we properly bill Medicaid?
- Do we need to set up a contract pharmacy arrangement and how does that work?
- What is the prohibition against accessing 340B discounts on orphan drugs and what steps are being taken to reverse this policy?
- What efforts are underway to extend 340B pricing to the inpatient setting?
There will be time for Q&A. The event is ideal for Directors of Pharmacy, CFOs, Administrators and Government Relations Directors.
Presenters: Presenters will include Bill von Oehsen, SNHPA President and General Counsel, and Rita Baskett, SNHPA Director of Pharmacy and Educational Services. Mr. von Oehsen was deeply involved in drafting the original 340B law and played a key role in ensuring that rural hospitals were added to the program. Ms. Baskett has more than a decade of experience in pharmacy operations including six years at Carolinas Healthcare System in North Carolina.

Orphan Drug Survey: The new health reform law prohibits newly eligible rural hospitals from accessing 340B discounts on 350 high-priced orphan drugs used for cancer and other costly disease states. SNHPA and the National Rural Health Association are working to repeal this prohibition and are conducting a brief, online survey to gauge its impact on your institution.
